This Agreement for 1977 and the Agreement for 1978-1982 (at I.L.M. page 289) were transmitted t o the Congress on February 21,1977.

[Congressional approval was given to the 1977 Agreement by House Resolution 3753, which became Public Law 95-8 on March 3, 1977. The United States notified Japan that the internal procedures of the U.S. had been completed on March 3,thus bringing the 1977 Agreement into force.]

[Letters from the Secretary of State and from the Secretary of Commerce concerning the 1977 Agreement appear at I.L.M. page 294. These were r e produced from the United States Congressional Record, Vol. 123, No. 35 (March 1, 1977), pp. S 3143-44.

[The Fishery Conservation and Management Act of 1976 appears at 15 I.L.M. 634 (1976). United States Regulations implementing this Act appear at I.L.M. pages 350-389. The limits of the fishery conservation zone appear at I.L.M. page 418.]
