The Provisional Understanding regarding Deep Seabed Mining, entered into by Belgium, France, the Federal Republic of Germany, Italy, Japan, the Netherlands, the United Kingdom and the United States on August 3, 1984, appears at 23 I.L.M. 1354 (1984).
