[On February 22, 1995, Prime Ministers John Major of Britain and John Bruton of Ireland released the framework document at a ceremony outside Belfast. At the end of July, discussions were underway to outline a plan to address a number of the major issues that continue to obstruct the peace effort, such as the process for disarmament of the Irish Republican Army, the establishment of target dates for negotiations that include all parties and the early release of prisoners.
