[The Convention was concluded at a Diplomatic Conference on Air Law, held at Montreal under the auspices of the International Civil Aviation Organization from September 8 to September 23, 1971. It was adopted unanimously by the Conference. On September 23, 1971, representatives of the following countries signed the Convention: Argentina, Barbados, Belgium, Brazil, Bulgaria, Byelorussia, Canada, Chad, Republic of China, Congo (Brazzaville), Costa Rica, Czechoslovakia, Ethiopia, Federal Republic of Germany, Hungary, Israel, Italy, Jamaica, Netherlands, Philippines, Poland, Portugal, Senegal, South Africa, Ukraine, Union of Soviet Socialist Republics, United Kingdom, United States, Venezuela, and Yugoslavia.
[The ICAO Convention for the Suppression of Unlawful Seizure of Aircraft, concluded December 16, 1970 and entered into force October 14, 1971, appears at 10 International Legal Materials 133 (1971). The Convention which it supplements, the Convention on Offenses and Certain Other Acts Committed on Board Aircraft, appears at 2 International Legal Materials 1042 (1963).]
