[The O.A.S. Ad Hoc Committee in Document 320 (August 23, 1965) stated: “When the Act of Dominican Reconciliation is signed, the Institutional Act, which is appended thereto, will become the provisional constitutional instrument of the Dominican people. In this respect, the Ad Hoc Committee deems it necessary to state clearly that, in its opinion, neither the Meeting of Consultation nor the Committee itself is a party to the Act of Dominican Reconciliation or to the Institutional Act appended thereto. The Ad Hoc Committee will sign the Act of Dominican Reconciliation only to certify ‘that the parties have agreed to comply with its terms.’”]
