[Resolution (72) 2 of the Committee of Ministers of the Council of Europe, concerning the European Convention on State Immunity, was adopted on January 18, 1972. The operative paragraph of the Resolution “recommends the governments of those member States which shall become Parties to this Convention to establish, for the purpose of Article 21 of the Convention, a procedure which shall be as expeditious and simple as possible.”]
