[The CSCE Meeting of Experts was held in accordance with the relevant provisions of the Concluding Document of the Vienna Follow-Up Meeting of the CSCE [28 I.L.M. 527 (1989)], and of the Charter of Paris for a New Europe [30 I.L.M. 190 (1991)]. The Helsinki Final Act, adopted on August 1, 1975, is reproduced at 14 I.L.M. 1292 (1975); documents from the Belgrade and Madrid Follow- Up Meetings are reproduced respectively at 17 I.L.M. 414, 1206 (1978) and 22 I.L.M. 1395 (1983).]
