It was first signed on June 6, 1962, by Jordan, Syrian Arab Republic, United Arab Republic, Morocco, and Kuwait. As of March 2, 1964, Iraq and Yemen had also signed. On April 30, 1964, the agreement entered into force for the following five countries that had previously ratified the agreement: Jordan, Iraq, Syrian Arab Republic, United Arab Republic, and Kuwait. Morocco and Yemen had not ratified.]
