2 It was clear from the outset that only African States would be eligible for membership in the Association and that only Members would have a seat in the Governing Council.
3 The only questions which were debated at length during the Dakar Conference arose from proposals intended to give to the Committee some executive functions for organizing research and some supervisory powers over the Executive Secretary. Neither of these proposals was adopted. Nor did the proposal for establishing a small Executive Committee find substantial support among Delegates; it was finally dropped, on the understanding that the Governing Council would have the power to establish any subsidiary bodies it considered necessary (Art.VI.3(f)).
