[On December 5, 1975, the Court approved the stipulation and in its Order concluded that the stipulation establishes afair and equitable method of procedure and that it resolves in a fair and equitable manner some of the issues raised and serves the public interest. On March 8, 1916, paragraph 10(a) was amended to read March 29, 1976. The proposed regulations to which t his paragraph refers appeared in the U.S. Federal Register of March 29, 1976, at page 12896.
