The Cuban Liberty and Democratic Solidarity (Libertad) Act of 1996 (Helms-Burton Act), March 12, 1996, appears at 35 I.L.M. 362 (1997).[The European Union has submitted two demarches to the U.S. Department of State protesting the Act; they appear at 35 I.L.M. 397 (1996). Canada, Mexico, Russia and other countries have also submitted protests.
