[Resolution 411 (1977) was unanimously adopted by the Security Council of June 30, 1977. Resolution 415 (1977), at I.L.M. page 1553, was adopted by the Security Council on September 29, 1977, by a vote of 13 in favor to none against, with the U.S.S.R abstaining and China not taking part in the vote. That resolution provides for the appointment of a United Nations representative to participate in the discussions on effecting transition to majority rule in Southern Rhodesia.]
