[The exchange of letters between Secretary Kissinger and Senator Jackson on October 18, 1974, is reproduced from U.S. Senate Report No. 93-1298 of the Senate Finance Committee on the Trade Reform Act of 1974. The letter from Minister Gromyko appears at page 250.

[On January 14, 1974, a statement was released by the U.S. Government which stated that “the Soviet Government has now informed us that it cannot accept a trading relationship based on the legislation recently enacted in this country” (Trade Act at page 181). “In view of these developments, we have concluded that the 1972 Trade Agreement (11 I.L.M. 1321 (1972) cannot be brought into force at this time and that the President will therefore not take the steps required for this purpose by the Trade Act.” (See Section 402 at page 220.)]
