10 A clear example of how fraught with conflict the subject of the expulsion of aliens is can be seen in the work of the International Law Commission (ILC), which spent seven years (2005–2012) preparing “Draft Articles” on the protection of human rights of persons who have been or are being expelled. Then realizing that states have divergent national laws and regulations involving national security matters in this area, the ILC did not adopt the special rapporteur's initial proposal that the ILC suggest to the General Assembly that it recommend to states that the rules set forth in the draft articles be taken into account.
