[A similar decree adopted by the Union of Soviet Socialist Republics on August 3, 1972, appears at 12 I.L.M. 427 (1972).Subsequent to the Soviet decree, the U.S. passed the Trade Act of 1974 with Section 402 entitled “Freedom of Emigration in East-West Trade“(14 I.L.M. 220 (1975)), requiring the U.S. President to make certain determinations if he waives the application of the provisions concerning emigration vis-à-vis a particular country.]

[The U.S. President's Recommendation of June 3, 1983, with regard to a waiver applicable to Romania, appears at I.L.M. page 685. It was done with assurances from Romania that the above decree would not be implemented.]
