The Founding Act provides for joint council meetings between the NATO countries and Russia, and the first joint council meeting between the parties took place on July 18, 1997 in Berlin. The Presidents of Estonia, Latvia, Lithuania, Poland and Ukraine adopted a Joint Communique on May 27, 1997 expressing their satisfaction with the signing of the Founding Act (UN Document A/52/171, June 5, 1997), and the Joint Communique is noted at 36 I.L.M. 1052 (1997).
