[The principal agreement was accompanied by two exchanges of notes (not reproduced) dated the same day as the agreement and effective on its entry into force. One arranged for a joint technical committee to determine agreed positions for certain offshore locations to be used as geographical reference points in the future. The second interpreted Article 4 as prohibiting drilling operations within the 500-meter zone from installations located outside as well as inside the zone, with the exception of wells for conservation or observation purposes jointly agreed upon.]
