[It should be noted that the IAEA, in 1983 and 1984, had developed guidelines for mutual emergency assistance arrangements in connection with a nuclear accident or radiological emergency (INFCIRC/310) and guidelines on reportable events, integrated planning and information exchange in a transboundary release of radioactive materials (INFCIRC/321). The adoption of the two Conventions indicates the will of the international community to provide additional support for an international legal framework in the areas of early notification and emergency assistance.]
