[The Convention was concluded at the Inter-American Specialized Conference on Human Rights, held at San Jose, November 7-22, 1969. On November 22, 1969, representatives of the following countries signed the Convention: Chile, Colombia, Costa Rica, El Salvador, Ecuador, Guatemala, Honduras, Nicaragua, Panama, Paraguay, Uruguay, and Venezuela. Costa Rica r a t i f i e d the Convention on April 8, 1970.

[The United States Delegation Report, Parts II and III on the Convention and the Conference Resolutions, appears at I.L.M. page 710. The Resolution and Recommendation concerning the Convention, adopted in the Final Act of the Inter-American Specialized Conference on Human Rights, appear at 9 International Legal Materials 123 (1970). The statements of the representatives of Argentina, El Salvador, and Mexico, also contained in the Final Act, appear at 9 International Legal Materials 126 (1970).]
