The judgment of the Court was adopted with 14 votes in favour and 1, Judge ad hoc Fischer, against. Judges Oda, Evensen, Aguilar Mawdsley and Ranjeva appended declarations. Judges Oda, Schwebel, Shahabuddeen, Weeramantry and Abijola appended separate opinions.
