THE PRESIDENTIAL AND THE LEGISLATIVE ELECTIONS OF MAY-June 1981 have profoundly altered the political landscape of France. The change may be seen not only in the men who have now acceded to office but also in the measures which they have proposed or have already carried out. The new rulers of France intend to transform political society, economic relations and institutional arrangements. The change will be significant. Nevertheless, it should not be exaggerated. Large elements of continuity may clearly be discerned in both personnel and policies. Moreover, there are important international and domestic pressures which may force the new Socialist leaders singularly to limit their ambitions.
