The Special Rapporteur on the human rights situation in Burundi has called on the international community to exert the greatest possible pressure on belligerents there to put an end to spiralling violence.

Pursuant to the Security Council Resolution 1031 of 15 December 1995, which endorsed my appointment as High Representative to “monitor the implementation of the Peace Agreement and mobilize and, as appropriate, give guidance to, and coordinate the activities of, the civilian organizations and agencies involved” in the implementation of the Peace Agreement on Bosnia and Herzegovina, I submit hereby my second report envisaged by Annex 10 of the Peace Agreement and the Conclusions of the London Peace Implementation Conference of 8–9 December 1995.

Dear citizens of Russia. Yesterday the Central Electoral Commission of the Russian Federation summed up the final results of the presidential election. Their official results have been published. Again you have put your trust in me by electing me as your president. Like five years ago you have entrusted to me the top government post in the country. I am grateful to you, dear fellow citizens, for your understanding and your support.

President Clinton. Good afternoon. Please be seated. Good afternoon. I'm very glad to welcome Prime Minister Netanyahu to the White House. This is his first visit since taking office, and it gave me an opportunity to congratulate him on his victory in the election in May. Israel has changed governments, but as I told the Prime Minister, the historic relationship between the United States and Israel has not and will not change. The bonds that unite us are as strong as ever today. I am proud that our relationship is broader, deeper and more firmly rooted than at any time in Israel's history. And I am determined that it should remain so.

President Clinton. I am delighted to welcome my friend, President Mubarak, and his delegation from Egypt back to the White House to reaffirm the close partnership between the United States and Egypt. Under the wise and courageous leadership of President Mubarak, Egypt has been a key partner with the United States in working to build both regional security and global peace. I commend him for his vision and his dedication. Nowhere has that been more crucial than in Egypt's own region.

You will be aware from our discussions at the EU-U.S. summit in Washington in June and from your meetings during the recent G7 in Lyons of the deep and widespread concern in Europe over the potential application of the Helms Burton legislation to European companies. As you know, the EU and the United States share the same common desire to promote democracy, respect for human rights and market economics in Cuba. The European Council meeting in Florence in June has regretted that political circumstances in Cuba have not allowed progress to be made. However, the European Council also expressed its deep concern over the extraterritorial effects of the “Cuban Liberty and Solidarity (Libertad) Act” and believes that such action taken against partners and allies does nothing to further these objectives in Cuba.
