2 On June 11, 1990, Presidents Bush and Salinas endorsed the goal of a comprehensive free trade agreement between the United States and Mexico. The Presidents have directed their trade ministers to undertake the consultations and preparatory work needed to initiate such negotiations and to report back to them before the two Presidents meet again in December 1990.
