1 As used in this report in reference to nuclear weapons, the term is restricted to what is commonly referred to as “crisis stability.” This designates the condition under which the ability of a nation’s forces to deliver “unacceptable” retaliation is not impaired by being struckfirstby an opponent’s forces.
