I am pleased to be with you today, and to be able to announce some of the managerial initiatives which I am going to take today. I think I made it clear from the beginning that I was approaching it on a two-track basis: track 1 covering actions and initiatives that I can take under my own authority; and track 2 dealing with longer-term and strategic issues which only the Member States can decide.
