This article discusses the theory and practice of multicultural citizenship in liberal states. Regarding theory, I point to the shortcomings of both ‘radical’ and ‘liberal’ approaches to justify minority rights. Regarding practice, the state-centered notion of multicultural citizenship defects from the decentered accommodation of multicultural minority claims in functionnally differentiated societies. It also runs counter to a trend toward de-ethnicization in liberal states, in which the cultural impositions of the majority on minority groups are growing thin, thus removing the case for minority rights.

La théorie et la pratique de la citoyenneté multiculturelle dans les pays démocratiques est ici discutée. Les impasses théoriques des approches tant radicales que libérales pour justifier l'octroi de droits particuliers aux minorités sont mises en évidence. Du côté de la mise en pratique, la notion, étatique, de citoyenneté multiculturelle est difficilement compatible avec les ajustements décentralisés que réclament des minorités dans les sociétés pluriculturelles. Elle s'oppose tout autant à la marche vers l'effacement des critères ethniques dans les États libéraux et la disparition consécutive du problème des droits des minorités.

Theorie und Praxis multikultureller Bürgerrechte in demokratischen Ländern werden hier untersucht. Außerdem werden die Engpässe radikaler, sowie liberaler Theorien offengelegt, die Sonderrechte für Minderheiten fordern. Was die Praxis anbelangt, so hat der staatsrechtliche Begriff der multikulturellen Bürgerrechte wenig mit den dezentralen Anpassungen gemein, die die multikulturellen Minderheiten fordern. Dies widerspricht der Abschwächung ethnischer Unterchiede in liberalen Staaten und der darausfolgenden Auösung der Rechtsforderungen für Minderheiten.
