* Several recent international conferences have emphasized the urgent need of international action to stop the current global warming. Effective political and economic steps, however, remain uncertain. They will require broad agreement among nations. To clarify the issue of how to proceed, fifty specialists in international policy, law, and science, met at the Woods Hole Research Center in Woods Hole, Massachusetts, during 13–14 September 1988. What follows is a summary of the Woods Hole Workshop, which received financial support from the Rockefeller Brothers Fund, the United States Environmental Protection Agency (EPA), the Education Foundation of America, and the Prospect Hill Foundation. The Authors warmly acknowledge the intellectual contributions made by the Workshop participants.
