This article examines the origins of Norwegian development aid in the early 1950s and the institutional structure, the geographic spread and the goals of the Norwegian aid effort until the early 1970s. The article argues that Norwegian aid must be seen as the outcome of broad set of considerations of an altruistic, geopolitical and domestic political nature. Both domestic and international pressures from within the Development Assistance Committee of the Organization for Economic Co-operation and Development contributed to substantially increasing Norwegian foreign economic assistance from modest beginnings. It is argued that oil wealth played a minor role in this transition.

Cet article analyse les origines de l'aide norvégienne au développement au début des années 1950 en étudiant la structure institutionnelle, l'étendue géographique et les objectifs de l'effort norvégien jusqu'au début des années 1970. Cet effort est le résultat de toute une gamme de considérations altruistes, géopolitiques et domestiques. Les pressions nationales et internationales s'exerçant au sein du Comité d'aide au développement ont poussé la Norvège vers une augmentation substantielle de son aide étrangère, très modeste à l'origine. Selon l'hypothèse de l'auteur, cette transition n'a presque rien à voir avec le pactole des revenus pétroliers.

Dieses Artikel beschäftigt sich mit den Ursprüngen norwegischer Entwicklungspolitik in den frühen 1950er Jahren und den institutionellen Strukturen, der geographischen Spannweite sowie mit den Zielen der norwegischen Anstrengungen bis in die frühen 1970er Jahre hinein. Der Artikel argumentiert, dass die norwegische Entwicklungshilfe einer breiten Spanne von Zielen altruistischer, geopolitischer und innenpolitischen Natur entspringt. Sowohl nationaler wie auch internationaler Druck aus dem Development Assistance Committee der Organization for Economic Cooperation and Development trugen dazu bei, dass–nach bescheidenem Beginn–die norwegischen Entwicklungshilfe ständig stieg. Darüber hinaus wird die These vertreten, dass der Öl-Reichtum in dieser Übergangszeit eine untergeordnete Rolle spielte.
