The Commission, consisting of Mr. Justice Chevrier (chairman), Professor C. R. Young, Mr. E. Roy Sayles, was appointed by Order-in-Council on August 26, 1937. The terms of reference were subsequently amended with a view to restricting the scope of the inquiry.
