1 I think I could have wished that he had also saved a good many pages (i.e., pp. 37–8, 42–9) by leaving out the long historical wrangle of successive Tsars in endeavouring, successfully in the end, to acquire the recognition of the title “Majesty” from their brother monarchs, or had at any rate relegated it to an appendix.

3 Much ambiguity has crept, by loose usage, into the meanings of these words. It is heartily to be desired that the use of these and other diplomatic technical terms should be standardized. As the matter is hardly worth an international conference, could not the League of Nations undertake the task?
