1 It should be noted that some Americans differed from this prevailing view. Among them was the historian Robert J. Kerner, a member of the original four-man team. He argued that questions of national self-determination should be decided on the basis of ethnic affiliation and not by polls, and he proposed that all the ethnically Slovenian areas of Carinthia should be awarded to Jugoslavia.
