The author is Professor History at Indiana Universityand a member of the board of directors of the Social Science Research Council, He served as chairman of the ad hoc committee of the board that during the spring and summer of 1972 reviewed the relations between the Council and the Foreign Area Fellowship Program and produced the report that is summarized here.
