5 The documents in Box 132 are not dated but seem to have originated in the embryonic stage of the Bureau, roughly 1896–1897. They and an outline of a Bureau reorganization plan point to Rodríguez’ concern for the success of the Bureau and its library. His holograph will (Box 163) states that while a professor of philosophy at the University of Havana he took charge of the library there, so his experience qualified him here. He was the logical choice to administer the burgeoning collection.

6 The main catalog shows 16 works by or translated by José Ignacio Rodríguez; the Law Division catalog shows 6.

7 Box 154, José Ignacio Rodríguez Collection, Manuscript Division, Library of Congress. This or “The Genesis of the Union” might be the Bureau history which the Washington Herald obituary says Rodríguez wrote.
