1 The legislatures of Alabama, Kentucky, Louisiana, Maryland, Mississippi and Virginia were not in session in 1921. No laws of any significance with respect to the subjects covered in these notes were passed by the legislatures of Connecticut, Delaware, Florida, Georgia, Idaho, Illinois, Indiana, Massachusetts, Michigan, Minnesota, Montana, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Carolina, Utah and Wyoming.
