1 The IWC was only open to the press in 1977. In that year, persons posing as members of the press poured red paint on several Japanese delegates, which led the Commission to close future meetings to the press and public.

2 Since this report was written, the People's Republic of China and Taiwan have deposited instruments of ratification. The Commission will probably permit the PRC to participate in its 33d session.
