Because of his official duties with the United States Delegation to the General Assembly in Paris, Mr.Jessup was unable to contribute an editorial to this issue of the Journal. On December 8, 1948, President. Truman designated Mr. Jessup Acting Chief of the United States Mission to the United Nations. As of interest to its readers, the Journal is reproducing here an extract from the statement made by Mr. Jessup on behalf of the United States before the Security Council on Oct. 6, 1948, during the Council's consideration of the Berlin question.
