1 The treaty was signed in 1971, amended in 1974, and ratifications were exchanged in 1976. Article 4 (1) (i) provides:

Extradition shall not be granted in any of the following circumstances: (i) When the person whose surrender is sought is being proceeded against, or has been tried and discharged or punished in the territory of the requested State for the offense for which his extradition is requested.
