1 The initiative for the meeting of the Legal Advisers was taken in 1990. Meetings have been held each year since 1990 at the time of the debate on the report of the International Law Commission in the Sixth Committee of the General Assembly. The invitation to the 1994 meeting was signed by Miguel Angel González Félix (Mexico) on behalf of Philippe Kirsch (Canada), P. S. Rao (India), Janusz Stanczik (Poland), and Lars Magnuson (Sweden).

The participants decided to meet again in 1995. By Resolution 49/51 (Dec. 9, 1994), the General Assembly recommended that the debate on the ILC’s next report begin on October 23, 1995.
