5 When informing the German Secretary of State of the receipt of authority from his government to sign the agreement, the British Ambassador in a note dated April 3, 1925, stated: Should, contrary to expectation, difficulties of execution present themselves, which make the new plan unsatisfactory or unworkable, His Majesty's Government reserve the right, as set forth in the agreement, to revert to the existing procedure.(British Treaty Series No. 20 (1925), p. 5.)
