Chapter 20 provides for “fast-track” arbitral proceedings in intergovernmental disputes. It gives the parties 15 days to select a chair of the arbitral panel from a pool of arbitrators and 15 more days to select party-appointed arbitrators. Panels then must render a preliminary report and determination within 120 days, a period that can be extended to 180 days.
