As long ago as 1963 a communique was issued by the Nigerian Law Teachers Association which read as follows:

It is, however, vital that the Nigerian Universities should provide facilities for legal research. There is an outstanding need for such research into the problems of African Law and it is our firm belief that most of this research cannot be done properly except in Africa … This situation can only be remedied by building up in Nigeria a complete collection of the written sources … the situation demands that a single Institute should be established and charged with the primary responsibility of building up the library and other facilities needed for advanced legal research.
