The Procedures for Project Management—The Downey Steering Group
Published online by Cambridge University Press: 04 July 2016
Although difficulties had been experienced for many years in preparing initial estimates for major defence development projects and in the control of subsequent expenditure, they did not become a matter of serious concern until the second half of the 1950's. Some of these projects attracted the attention of the Public Accounts Committee and led to considerable public criticism.
