Airworthiness cannot be achieved by regulation. Regulation can establish a framework within which all who are concerned with the design, construction and operation of aircraft can work, and can set boundaries of responsible behaviour. Within that framework airworthiness can only be achieved by the actions of constructors, operators and authorities, and it is the management of those actions which is the subject of today’s discussions.
