What I talk about relates to an experience on military aircraft produced for our own Services under the working arrangements which were then usual.

We have heard that the Services are finding that unreliability is taking too much of their time and money and could impair their fighting efficiency. I think that this situation is well understood by aircraft constructors, and that there is a real desire to improve the situation and to do whatever can usefully be done. But it is not easy to quantify the subject of reliability, and some of the approaches which have been suggested for improving reliability do not seem feasible to me.
