In 1969, the writer, as a member of the panel on studies of the economics of route facilities of the International Civil Aviation Organisation (ICAO), submitted a paper about costs allocation of 13 international Canadian airports including six alternates to the North Atlantic Service. The data in the paper might be used as a numerical illustration for costs allocation at international airports to the domestic operation and of the alternate airports as well.

* There are, however, significant international airports who seem to prevent an unexpected traffic inflow by charging the non-scheduled landings a fee four times higher than for the scheduled landings.
