The archbishop's mandate

Simon, permissione divina Cantuariensis archiepiscopus, totius Angliae primas et apostolicae sedis legatus, venerabili fratri nostro Domino Radulpho, Dei gratia Londoniensi episcopo, salutem et fraternam in Domino caritatem. Licet a primordio nostrae promotionis ad dignitatem, cui quamvis immeriti praesidimus, iugiter nostro insidebat desiderio, pro aliquibus ad pacem, tranquillitatem et utilitatem Ecclesiae Anglicanae tendentibus salubriter statuendis praelatos et clerum nostrae provinciae convocasse, ex aliquibus tandem causis nos moventibus huiusmodi convocationem facere hucusque distulimus; nunc autem, tarn ad instantiam domini nostri regis nobis scribentis, quam propter utilitatem cleri et ecclesiae, de consilio et assensu suffraganeorum nostrorum in ultimo parliamento nostro praesentium, confratres, praelatos et clerum dictae nostrae Cantuariensis provinciae ad diem et locum infrascriptos duximus convocandos. Tenor vero literarum dicti domini nostri regis ut supra:

Edwardus, Dei gratia rex Angliae, Franciae et dominus Hiberniae, venerabili in Christo patri Simoni, eadem gratia archiepiscopo Cantuariensi, totius Angliae primati, salutem. Qualiter negotia tarn nos et statum regni nostri quam necessaria defensionem eiusdem contingentia, ac onera nobis propter hoc incumbentia, vobis et aliis in praesenti parliamento nostro exposuimus, vos non latet; ad quorum onerum supportationem absque adiutorio fidelium nostrorum non sufficimus, sicut scitis, et proinde aliquod subsidium congruum in supportationem tantorum onerum a vobis et aliis de clero diocesis et provinciae vestrarum in dicto parliamento tune praesentibus, nobis concedi petivimus, sicut urgens necessitas et evidens utilitas id exposcunt; nos ut dicta negotia quae salvationem tarn sanctae ecclesiae quam regni nostri Angliae maturiori deliberatione valeant expedire, vobis in fide et dilectione quibus nobis tenemini rogando mandamus quatenus attentis tarn arduitate negotiorum praedictorum quam periculis quae per defectum defensionis huiusmodi verisimiliter evenire possent, dictos suffraganeos vestros, decanos et priores ecclesiarum cathedralium, abbates, priores, et alios electivos, exemptos et non exemptos, necnon archidiaconos, capitula, conventus et collegia, totumque clerum vestrarum dioceseos et provinciae, ad comparendum coram vobis in aliquo loco congruo, ubi expedire videritis, ad breviorem diem quam poteritis, more solito convocari faciatis; et expositis eis dictis negotiis ibidem, ipsos ad aliquod competens subsidium nobis in auxilium supportationis dictorum onerum concedendum cum efficacia inducatis et partes vestras ad hoc effectualiter apponatis; nos de qualitate subsidii illius ac de terminis solutionis eiusdem certificantes, et hoc sicut nos et honorem nostrum, ac salvationem et defensionem dicti regni et ecclesiae sanctae diligitis, nullatenus omittatis.
