Chapter 12 is a relatively short Chapter which addresses the Manual’s coverage of non-hostile relations between belligerents. After noting the principle of good faith and the ways in which such non-hostile relations may be conducted, the Manual’s provisions in relation to the white flag of truce, as to the rules governing parlementaires, concerning military passports, safe conducts and safeguards and with respect to cartels are all subjected to a careful examination. Thereafter attention shifts to the Manual’s treatment of capitulations, the subjects that are usually dealt with in them and their violation or denunciation; to armistices and other cease-fire agreements, their usual contents, their violation or denunciation; and finally to UN Security Council cease-fires.
