Summary
Chapter six explores how ideas about the role of the state as a risk manager were transformed in the First World War, a total war that collapsed the clear divide between war and work and the risks associated with each. It demonstrates the implications of the war for ideas about retraining and the long-term receipt of accident benefit, and for the responsibility of individual workers to prevent accidents from occurring.
