Summary
Quality of government
An effort to assess governments in terms of their “quality”, conceived in terms of factors such as competence, reliability, trustworthiness, and the provision of public services. High quality of government is assumed to provide resilience against corruption.
The construction and measurement of such a concept allows for research on the relationship between corruption and quality of government. Scholars use slightly different specifications and different ways of collecting data. However, one very widely used measure is produced by the Quality of Government (QoG) Institute at the University of Gothenburg, in Sweden. For EU member states, the Institute collects data from Eurostat on approximately 450 variables at the subnational level, while the QoG Expert Survey on public administration covers more than 100 countries.
