The chapters on Cross-Border Trade in Services and Temporary Entry for Business Persons in the Trans-Pacific Partnership (TPP) represented a challenge for Mexico, but not for the same reasons as for other participants for whom the approach was totally new. Rather, it was because Mexico was entering into a negotiation that was already substantively under way; because of the complexities of the negotiation among twelve very different participants; and because it took place against the backdrop of a series of internal reforms, which had an impact on the market access annexes. But it also represented the opportunity to incorporate into the negotiation the results of 20 years of a learning process on this topic for Mexico, gained as a result of its participation in the North American Free Trade Agreement (NAFTA).
